Supposedly, Democrats are planning on “short-circuiting” the legislative process during final health care deliberations.  This would be a move made by the Democrats to prevent Republicans from using Senate rules to hold up the process and slow the passage of the bill.  As it is, Congressional leaders are trying to merge a $871 billion Senate bill with a $1 trillion House bill which likely won’t be submitted to President Obama until early February.

With members of the House of Representatives still on vacation until January 12th, 2010 a meeting isn’t scheduled until January 19th.  In order to hold a formal conference, both the House and Senate need to agree and appoint conferees and then agree on resolutions.  The Republicans could delay his whole process with indecisiveness.
